Ability to send a single email to all authors on a single paper

A program chair has requested the ability to send a single email to all authors on a single paper, so that the To: field contains all authors, and if one author responds on the thread, the other authors would see the response. As far as I can tell, HotCRP prepares individual emails to the authors rather than sending a single email to the authors of each paper.

There may be a second reason why this is a nice feature to have: For ICSE 2021 we have 1700 authors for 600 papers.

HotCRP doesn't send them out all at once, but in burst of 10-20 emails, it seems, which presently in total takes a few hours. Would sending out only 600 instead of 1700 individual messages go faster?

I believe hotcrp already does this so long as you don't use per-author fields (such as %NAME%, %FIRST%, %LAST%, and %EMAIL%) in the body or subject of the email -- which seems to make sense.
