hotplug UDEV rules not working in Raspbian Buster

On Raspberry PI with Raspbian Buster udev hot plug scripts are not working. Udevadm test showed that the /etc/udev/rules.d/11-hplj10xx.rules used some unknown attributes (BUS and SYSFS). Here is the rule that worked for me (HP 1018 in my case):

KERNEL=="lp[0-9]*", SUBSYSTEM=="usbmisc", SUBSYSTEMS=="usb",
ATTRS{idVendor}=="03f0", ATTRS{product}=="HP LaserJet 1018", NAME="usb/%k",
SYMLINK+="hplj1018-%n", MODE="0666", RUN+="/etc/hotplug/usb/hplj1018"

I can confirm that @mic-hall's udev rule works on Debian Stretch (HP 1018) as well, which also has this issue. Thanks!
