[Popper]: `Arrow` styles doesn't applied on Windows

Describe the bug Arrow of all popper components (Tooltip, Menu, Popover, etc...) are not displayed correctly on Windows.

For me in W11, latest Chrome, it's sometimes ok, sometimes it has a styling issue with a line separating the arrow.

The popover on the sample page is consistently not showing a border. It's best visible in light mode.

I think the issues not only on Windows. I get line separating the arrow when open simulating mobile viewport only with Edge (Version 121.0.2277.106 (Official build) (arm64) on MacOS Sonoma (Version 14.2.1 (23C71)).
