Feature Request: Support Adding Files to Root (or any location) of Container Image in Ko

Hello,

I am requesting a feature enhancement for the Ko tool to support adding files directly to the root of a container image. Specifically, I am looking to build Crossplane functions, which, as far as I understand, require placing a package.yaml file in the root directory of the container.

While I am satisfied with the current handling of static assets, I believe adding the capability to position files at chosen locations within the resulting image would significantly improve flexibility and utility. This enhancement would facilitate various use cases, including those needing specific file placement for operational functionality.
