Actions not showing up in contextual menu

I just set up a new Mac (M1 Mac Mini) and I am not getting the items showing up in the contextual menus.

At least, not consistently. Sometimes they do. Sometimes they don't.

I've given the app Full Disk Access in System Preferences.

I've logged out and rebooted.

Sometimes it helps if I quit (or force-quit) all of the Service Station processes in Activity Monitor.

Sometimes it doesn't.

I feel like I might have missed something, or have something wrong in the configuration… but I am confused by the fact that it is inconsistent. If it never worked, I think it would be easier to figure out.

OK, now tonight I had tried several things, and none of them worked until I quit Finder and re-launched it.

  • Big Sur

I also see this with other apps that modify the context menu. It must be a macOS/Finder problem.

Relaunch Finder always solves.
