FWIW, I filed this after bringing the issue [up on discussion.fedoraproject.org](https://discussion.fedoraproject.org/t/how-to-properly-use-the-kernel-vanilla-repos-on-rpm-ostree-based-fedora-variants/97581). That posts describes the problem I'd like to see solved in rpm-ostree in a different, more verbose way.

Consider removing the package from the Fedora 39 repos before its released, as I fear (didn't check) this might break things for a lot of people. What do you think,...
