The outlines would need to have contrasting color too, no? And I haven’t seen any figures in which the scalebar has an outline.

The outlines would be white. Isn’t the scalebar usually checkered?

I’ve seen checkered and solid lines. The thing with outlines is that it also makes the scale information bigger, occluding more data.
