[Windows]: Dbee is not able to read local/globaly saved notes

As I was mentioning in #93 the only other issue I've noticed on windows was that Dbee doesn't seem to keep track of any change to the local/global notes. Even deleting "welcome.sql" it will restore when I open dbee again.

When I get sometime I can take a look around and see if I can find what's causing it to not work on windows
