Support to encrypt metadata traffic
As described in the feature docs:
NOT IN SCOPE: Scaling metadata (not request data) user pods <-> autoscaler, activator <-> autoscaler.
the alpha release does not support the encrypted traffic for metadata but we should support it in the future.
