Should the operator be responsible for updating the prometheus config, such as https://github.com/knative/serving/blob/befc0822427d7c6a712e73538d98444bf37aaeb3/config/monitoring/metrics/prometheus/100-prometheus-scrape-config.yaml

Perhaps it would make sense to have the observability components as a separate operator, which serving has a recommended dependency on?

It makes sense to give observability its own operator, but we should encourage having monitoring on by making it as easy as possible to update and enabling it by default, so it should as mandatory as possible.
