[webhook] Don't depend on system.Namespace
I am super unthrilled to have this code depend on system.Namespace, but that should work :) But also we can only use it for the system namespace, I can't limit it to any other (which we might want at some point, maybe).

This issue is stale because it has been open for 90 days with no
activity. It will automatically close after 30 more days of
inactivity. Reopen the issue with /reopen. Mark the issue as
