Refactor GetLoggingConfig method

We have the same function public in cmd/broker: https://github.com/knative/eventing/blob/e804605aa34ae9eafb8e06122127d41c877f6174/cmd/broker/config.go#L30-L38. Could be reused (but can be done in a follow up PR, as other cmds might have the same)
