If a webhook isn't up and a broker is created defaults are not applied.

I notice when a webhook isn't up (let's say it crashes or is restarting) if a broker is created during that window then the defaults channels are not applied to the spec.

I think the controller should apply and update the defaults if they are not set as a fallback.
