Sinkbinding should only allow HTTPS sinks when `transport-encryption: strict`

Describe the bug Currently it is possible to create SinkBindings with a non HTTPS sink, when transport-encryption: strict.

Expected behavior When transport-encryption: strict, only HTTPS sinks should be allowed IMO.
