[IKTweaks] Trackers change assignment when one shuts off

When a tracker shuts off due to power saving settings, which can happen if it is covered or hasn't moved in a while, another tracker may take over it's assigned location resulting in strange movements of the avatar.

Using custom VRIK, occlude the hip tracker and wait for it to shut off. (For testing I set this to the lowest value, 5min) Once it shuts off, one of the two foot trackers will take its place, resulting in your foot controlling the hip. In my case the right foot tracker turned into the hip.

I confirmed that each tracker is set correctly in SteamVR to Left foot, Right foot and, Waist.

Using normal VRC IK, once a tracker times out and shuts off, your pose just freezes until it turns back on.

One note to add, if you shut off the tracker by holding its power button, or through SteamVR, this does not happen and the tracked point just freezes in position. It seems to only happen when they timeout, or shut off through low battery.

One other thing to note with this, is that while the mod is enabled there's a high chance you'll need to restart VRC again before it will accept a reconfiguration. I've lost count of how many times I've been stuck in T-Pose, where clicking the triggers doesn't do anything.
