Add mails back to mail queue on temporary errors

When sending opt-in mails and campaigns when a send error occurs that is clearly a temporary error the message should not be discarded but simply added back to the mail queue and resent after a delay - just as any normal mail server does.

Non-temporary errors should of course be handled accordingly.
