gridstatus Add Interconnection Queues

Interconnection queues give a sense of what production is coming online and when. All ISO publish this info, so it'd be great have it as part of the library

This would be extremely helpful for our project with the Deployment Gap Fund. We currently use infrequently updated ISO Queue data from LBNL.

Awesome! I have implemented grabbing the queues from all the ISO in #47.

Right now, I am just working through standardizing the field names, which has been a bit more difficult than expected since they don't report exactly the same things and when they do, the column names are different.

I noticed the LBNL data only includes active projects and not online or withdrawn project. Do you need online and withdrawn as well?

Right now, we are mostly interested in active projects. I could see online and withdrawn projects being useful in the future to understand project success rates for different ISOs.

I'm working on a simple interconnection likelihood model and would find online and withdrawn projects being very useful as well, especially if it reflects the current installed capacity (which I saw you have opened in #36). Not sure if ISOs differentiate between installed capacity data and "online" in the interconnection queue
