Add QDMR

Jason,

We have CHIRP to program a bunch of radios but I just came across another program except for DMR radios called QDMR. Check out this article: https://kd9cpb.com/qdmr

For those of us limited to Windows machines for programming DMR radios, this looks like it might be a viable solution for a lot of us. I'm compiling it now and checking it out.

Might want to hold off on this one a bit (or delete entirely). The Pi is not officially supported and the latest alpha version of the app requires some dependencies which aren't working on the Pi.
