Adjusting absolute vehicle value does not reduce the number of trams
This is an issue that I have encountered specifically with trams; when I type in my desired number of trams on a route, if that number is lower than the previous amount, the trams do not despawn and the number of trams on the route is not reduced.
I notice that there was a recent change in issue #138 that introduced the ability to adjust the number of vehicles by typing in a number. From my recollection, the number of trams on a route is not decreased if I type in a desired number of trams, and occasionally the number of trams is reduced if I use the slider bar instead of typing out my desired number.
Is you using more than one budget setting by day? I need more details, like the screenshots of the budget editor.
@klyte45 Sure. In the screenshot, the budget modifier at 20% is calling for two vehicles, but the counter is stuck at 8 vehicles.

Have you waited for the trams to complete the travel? The number only will drop after them passing by the first stop (or any other terminal stop - marked with a star in the map). All remaining passengers will be left there before the vehicle being returned
