disableDisputKit() function for the Governor only

Motivation

There may be many reason for disabling a Dispute Kits: out-dated functionalities, discovery of a vulnerability etc.

Operation considerations

Ensure that every subcourts will be compatible with at least another Dispute Kit after disabling. Otherwise the first step must be to either

• Enable an existing DK for those courts, or
• Deploy and enable a new DK for those courts.
• Disable the subcourts with no other DK. --> requires #97
