"Refuse to Arbitrate" Explainer

We get lots of questions about "what happens when the juror refuses to arbitrate". We should probably briefly explain that in the interface.

It should come from metaevidence, it should explain what happens and the court ui should display that explanation. (I think as a tooltip)
