Tags, filtering, and other organisation improvements

Filtering/searching need to be improved so that you can see all existing tags in a list and click them to highlight passages with that tag.

You should also be able to set colours to tags so that you can have all of the passages within that tag stay that colour. (For example passages tagged "chapter headers" could always stay red, making it easier to navigate your blueprint and stay organised.)

What if there's more than one coloured tag on passage? I'm thinking of thin colored bars on the side of passage thumbnails. I could try to implement that.

Tags are colored, but there's other functionality mentioned here.
