2.4.0 User Installed Story Formats not transferred

Describe the bug.

Assuming that this is not intentional ... on installing 2.4.0, the current story library is maintained, but story formats installed into 2.3.x are not imported.

Steps to reproduce:

Install a fresh copy of 2.4.0 on a computer that has had a version of 2.3 installed with custom story formats.

Expected behavior:

It would make sense to import the custom story formats from any previously installed version.

Seems weird. I need to try to repro it on my side. The way user-added story formats are recorded didn't change in 2.4.
