Thanks for the wonderful template. I used it myself and it was very convenient. I modified the counter formats as explained below.

This numbering format was just my taste. You can decide on whether to accept the changes or not.

like R2C3 for reviewer 2's comment 3 R0C1 for editor's first comment R2A3 for author's response to reviewer 2's comment 3

Thank you for the PR. In general, I like the idea of having an option to add the reviewer number to the comment numbering. Maybe we could have an option to specify the behavior similar to the by-section numbering of theorems.

This has been addressed in commit de0f3fb, which adds the new revnumtocomment class option. If set to true (\documentclass[revnumtocomment]{reviewresponse}) the reviewer number will be added to the comment number, i.e., it will say "Comment 2.3" for the third comment of the second reviewer.
