_ga and _gid track before approval

Hey and thanks for your great work!

We use Klaro (open source) for a client on several projects, the tracking parameters (gtm/analytics) are always identical. Now we have set up a new project and transferred Klaro 1:1 from an existing project. How can _ga and _gid are already tracked before I give consent?

Since the GTM parameters are identical as well as the Klaro settings it doesn't quite make sense to me where the problem is. Are there any empirical values on this? Can you help?
