Add support for dart & flutter

Hey guys, great job here. I have been using the plugin for a couple years to create python docstrings. For the last months we have had a Flutter frontend and we found no way to generate the equivalent docstrings for dart.

I think it would be a great addition since Flutter is the most popular tool to create cross platform apps :D
