Worker scopes

The newest addition to the workers page "timer" I have yet to see it 'match' fully they are mismatched on all browsers using multiprocess on this computer fresh installs etc. Does not seem to be a stable reliable. About 1/2 of refreshes window and dedicated match but otherwise everythings off by a few frames. The only browser that passed was a fresh falkon install.
