Looks like there may have been an encoding issue somewhere along the line, but looks to me like [line 1837](https://github.com/kjhealy/fips-codes/blob/master/state_and_county_fips_master.csv#L1837) which currently reads `Do̱a Ana County` should actually be `Doña...
