Unable to pre-flight packages to TestPyPI

Another user has claimed the idna repository on TestPyPI using this repository's code. As a consequence the Github Action to test generating the Python package to TestPyPI fails.

There is a request at https://github.com/pypi/support/issues/4484 to have the repository transferred to remedy the issue.

There doesn't appear to be a straightforward way to use an alternate package name on TestPyPI as an alternative.
