Support new ZIM API for Table of Contents

See https://github.com/openzim/mwoffliner/pull/1237. It will soon be possible to use a built-in ZIM API to construct a ToC, at least for MediaWiki ZIMs. Testing of this has so far been done downstream in the Kiwix JS Windows Test ToC API branch, because Kiwix JS Windows already has a ToC drop-up in its bottom bar. Integrating it here has implications for UI.
