We should revamp the "Send diagnostic"

Few things disturb me:

  • Does not really route to either email or github
  • We should probably better have a bug report
  • Should be clear that this is English only if this is a bug report
  • See #4013 also

Updating this issue as we have already started this effort, also on Apple. Will be completed for 4.0.0.
