tflite-runtime won't build in P4A develop recipe

I think it looks like the numpy version have been the new,but the tflite-runtime recipe should also be update

I'd recommend you to use this project instead: https://github.com/teticio/kivy-tensorflow-helloworld. It works pretty well and performance is also fine.
