At this stage, I just want to see the signing and entitlement status of java and python executables on apple-silicon

No, not ready for review. I needed to test the presence of entitlements in apple-silicon GHAs for the purposes of looking at #667. I cant run on apple-silicon GHAs without submitting a PR. Will mark as draft.
