Allow passing more cutechess-cli parameters

Useful options

• [ ] -maxmoves N could be useful to prevent excessively long games blocking the tune.
• [x] -resign ... twosided=VALUE is not yet supported.
• [ ] -tbpieces N to be able to control how many pieces are used. I can’t think of an application. Maybe to incorporate more endgame play in the tuning.
• [ ] -tbignore50 could be useful when tuning an engine or variant rule sets, which do not use a 50 move rule (?)
• [ ] -epdout FILE if the user somehow wants to collect all end positions (?)

Useful engine options

• [ ] proto=PROTOCOL if for some reason someone wants to tune an xboard engine
• [x] depth to be able to tune by depth
• ~~ponder to be able to turn on pondering~~
• [x] restart to completely reset the engine(s)
