powershell scripts not working

Bug Description

powershell scripts generated by the tool are usually broken and require two or more attempts to make them work. this is a recurring problem

Steps to Reproduce

request test execution or api checks. kiro will generate a script, but since it is broken ir with syntax erros, it tries to recover and recreate them. Sometimes it takes more than one review to get to a working script.

Expected Behavior

create proper powershell script the first time
