PFX is brok
Some spells (PFX) are broken. Some of them has a tiny size, some of them has "double" size. It look like last particle changes broken its render.
Example: this spell has "double" size. It is smaller on dx7 / old dx11

it might be as simple as figuring out if the PFX is a cast spell and then don't scale it.
Well PFX is global, it can be in spell or as standalone effect...
