Vista's Service Pack 1/2 installations are region-locked

When I have tried to install Legacy Update, it infact tried to install all of the Service Packs, but it did not worked and turned into error because it said it was not available in my language.

Besides that, I have found in archive.org that is titled as "Windows Vista Files" when searching for Windows Vista Service Pack 1. The file itself did not contain anything but Service Pack updates, and are labeled as MU, for multilanguage. These files did worked

Is there's anything that y'all can do about this process of updates? I know that it is kinda rare to find a RTM these days but I thought "why not?" so I'm now filing this for y'all to see
