Make storage pool management simpler

Recently systemd has fixed a bug when resizing the machines pool. The fix will be probably included in systemd v240.

It means, in case of systemd v240 or newer being available, we probably don't have to do all the tricks around the storage pool. We can simplify code, and update our troubleshooting document.
