Description:

This pull-request adds some helpful information to the README and does some minor cleanup of Sphinx(Google-style) formatting of some doc-strings.

• README
  • add link to license and code formatter
  • Move Doc links to top and include stable docs along with the main branch development docs
• Pydocstyle: Minor fixes to Sphinx-Google docstyle in lasio/__init__.py, and lasio/las.py
