A strange phenomenon during application startupin version 2.5.0

'run it as admin' is required in the latest version. By this way, I normally start an instance.

However, when I start another one in the same way, and click the Cancle button, the former one that is being using will be also closed.

I wonder whether this phenomenon meets the design expectation.
