Based on my investigation, seems like the new fix for cri-dockerd is working as expected (https://github.com/Mirantis/cri-dockerd/pull/38). But I am seeing cpu spike when Native overlay diff for docker is disabled....

P.S. @chfrank-cgn was able to turn on the native overlay and confirmed that he saw something similar.
