Fedora 25: make rpm from dist tarball error

When I run "make rpm" from tarball I get this error: http://pastebin.com/Qfz802Rg

rpmbuild -ba --define "_topdir `pwd`/rpm" rpm/SPECS/wok.spec
/bin/sh: rpmbuild: command not found

Is rpmbuild installed?
