Upgrading to Bootstrap 4.x

Kimchi moved to Bootstrap 3.x:

No rush, but sooner or later, we should upgrade to 4.x

As part of the WikiSuite project, we have quite a bit of experience with this: http://wikisuite.org/Bootstrap

We can take the lead of this. Any volunteers for testing?
