Delays are removed when custom time is submitted

I recently came across weird behaviour when I experimented with the WebAPI Departures: If the time parameter is given, no delays are shown, even if the time parameter includes current date and time. At first I tought that is what the shorttermchanges parameter was made for, but setting it to true didn't change the result at all. Any ideas how to include delays?
