I can't run a program

as the title say, I click exe file multiple time but nothing happened. Even task manager show it doesn't open at all. Not sure what the problem is.

Each part has a stroke that remains after being exported.

When using Version 3.8.95 and exporting as gif, it instantly crashes. Any fix for this?
