Investigate USB HID LED control HUTRR84

This is Microsoft's plan to control keyboard LEDs using the USB HID protocol. It's missing things such as LED rotations, but it does have x,y,z positions. Not sure this will buy us anything over HID-IO (likely more restrictive), but might be useful at some point.
