Add custom skins

Hello, I came to this pluging looking for a plugin to add my own made skins (i have them in .vtf format). I tried this plugin but it seems it only adds official skins from the game. Do you know if it is there a way to include my own skins in the server so players connecting to it can play with them? If there's some development to do, can you provide some direction? Sorry for being such a noob 😅
