feat(linux): allow to update keyboards in UI

Currently Keyman Configuration allows to install keyboards. However, it doesn't show if there is a new version of a keyboard available, and doesn't allow to update to the newer version of the keyboard.

For RTL languages, the layout is only correct if the system UI language is also RTL (which probably won't be changed unless there's a big need for it).

Should we output a warning if the user selects a RTL language for Keyman, but the system language is LTR?

It may not really help much -- the problem will be visible anyway?
