feat(web): design and build API for Keyman Core (WASM) keystroke processing

This is a holding issue for the Keyman Core integration for Web required to support LDML keyboards. We'll be filling this in as we complete planning and design.

Objective: design and build an API for KeymanWeb that can support plugging in the WASM Keyman Core for keystroke processing. Initially we'll support only the LDML Keyman Core but plan for a future version to support kmn as well, potentially.

Anticipate that OSK will be handled as a separate feature.

Keyman Engine for Web:

  • Keyman version: target 15.0

Given that the LDML work has been triaged past 15.0, I'm assuming this part will also be triaged. Would be nice to get the design work done earlier, though.
