update Balochi Latin keyboards

Two keyboards -- balochi_scientific and balochi_latin -- have "bcc-Latn" (in *.kps and *.keyboard_info), but this should be changed to "bal-Latn". In addition, updating the keyboard requires:

• incrementing the version number
• updating the version number wherever it occurs.
• updating the date in the copyright statement wherever it occurs

Note that this update should wait until the lexical model sil.bcc-latn.upp_ptwl1 has been updated to include "bal-Latn" as well as "bcc-Latn". (see https://github.com/keymanapp/lexical-models/issues/112)
